Re-Digging the Wells in a Local Church

What would that mean in/through/around the local church(es)? For me, it means the congregation and pastor discussing the time or times in its history when God’s Spirit moved in a quickening way. Following that spiritual research the congregation purposes to uncover anything which stopped-up the flow of that well. The times of refreshing come when we ask God to release that flow again in our present day. It is our response to that release which will determine the depth and breath of the flow of living water. Hope this is helpful. What do you think it might mean?
